Aid package for business in Kielce

The crisis situation we have been facing in Poland since March has led local governments to take the necessary steps to minimize the effects of this exceptional condition. The most important task, as always is to protect the health and life of residents, as well as to ensure safety and stability. To meet entrepreneurs for whom this unstable situation is extremely difficult, the City of Kielce has prepared the so-called assistance package.

AID PACKAGE FOR ENTREPRENEURS

In connection with the introduction of the state of the epidemic in our country, the City of Kielce has prepared an assistance package for entrepreneurs in order to limit the effects of the crisis in which the local business finds itself. The support was directed primarily to companies that were forced to temporarily suspend activities or those that significantly limited their activities – informs Bogdan Wenta, Mayor of Kielce.


Entrepreneurs who were affected by the consequences of the epidemic could, for the duration of the epidemic, apply for such reliefs as: postponing the dates of payment of local taxes (property tax and means of transport), spreading the payment of local taxes into installments, or canceling interest on these amounts. To get the above relief, the entrepreneur submitted an individual application with relevant documents, and all the necessary templates and additional information were made available in one place on the website of the Kielce City Hall.

In accordance to the Act on maintaining cleanliness and order in municipalities, it is possible to submit a declaration on the amount of municipal waste management fee, in which entrepreneurs can reduce or temporarily "reset" the amount of municipal waste management fees incurred. Entrepreneurs can send a new, next declaration taking into account the amount of waste generated on a given property, electronically via the ePUAP platform and in writing via the postal operator. Due to the closure of the Kielce City Hall for direct customer service, the summary of declaration was also made possible by placing it in a special container located near the entrance to the office.

Further amenities were also introduced in the area of urban land lease. From April 1, 2020, entrepreneurs who are leaseholders of land of the City of Kielce, for a period of the next three months, pay a rent in the amount of 10% of the current if their business is of the field of commerce, seasonal commerce, service, parking lots, industrial – storage, sports and recreation. The burden on entrepreneurs in this respect decreased by 90%.

In Kielce, it was also possible to postpone the payment date for perpetual usufruct fees for entrepreneurs whose real estate is used for business purposes (after changing the statutory provisions).

For entrepreneurs – tenants of commercial premises that belong to Municipal Board of Buildings in Kielce, providing services and activities in the industries listed in the Regulation of the Minister of Health of 20 March 2020 on the announcement of the state of epidemic in the Republic of Poland and others who due to the prevailing situation were forced to limit their activities, a rent rate of 1 PLN per rented premises, regardless of its size, for the month of April 2020. At the same time, the payment dates for the next two months were postponed, i.e. May and June 2020. Discounts granted at the request of the entity concerned.

The package for entrepreneurs from Kielce has been regularly adapted and supplemented with system solutions introduced by the government since the date of the announcement of the epidemic status.

AID PACKAGE FOR TENANTS OF THE KIELCE TECHNOLOGY PARK

In Kielce, the assistance package was also expanded for entrepreneurs who located their activity in the Kielce Technology Park.

Many of the entrepreneurs supported are young people with fantastic business ideas, implementing them in Kielce. These innovative entrepreneurs are building the technological potential of the city and are just taking their first steps in the business world. Now, in the face of the epidemic they need our help in a special way – says Bogdan Wenta, Mayor of Kielce and adds: As part of the developed proposal, for entrepreneurs who were forced to significantly reduce or cease their activities, including rent reduction.

The discount granted depends on the decrease in income. The entrepreneurs who in March this year can count on a 95% discount they achieved revenues by 76% less (or above) than a month earlier.

In order to reduce the rent, tenant should submit an application to the Director of the Kielce Technology Park and indicate in it the amount of loss of income. The application should be accompanied by monthly financial statements for the months of February and March and an application for de minimis assistance, as well as information on the amount of de minimis assistance received in the previous three years.

In addition, in May and June 2020, tenants may request to defer the payment of rent. In addition, tenants of premises in the Complex of Technology Incubators, settled in a flat-rate system, who meet the conditions for reducing rent, have acquired the right to reduce the maintenance fee in April by 30% of the rate specified in the rules of recruitment and operation and in the lease agreement.

At the same time, all tenants of commercial premises located in buildings managed by the Kielce Technology Park in Kielce, who signed contracts before March 1, 2020, refrained from valorizing rent based on the annual consumer price index for 2020, without having to submit separate applications. –

THE HELP

At the initiative of the Mayor of Kielce, Bogdan Wenta and the City Guard in Kielce – the guards joined the charity campaign initiated in social media KIELCE NECK FOR MEDICANTS, answering: YOU SEW WE DELIVER.

Already in March, the city guards delivered masks from the place where they were sewn and delivered them to Kielce hospitals. After entering the hospital, there was a sound signal from the Municipal Guard car so that the person responsible for the masks knew that he was to collect them – says Renata Gruszczyńska, commander of the Municipal Guard in Kielce.

Masks for hospitals were sewn, among others, from dressmakers – dressmakers of the Kielce Dance Theater.

Municipal institutions – Kielce Technology Park (KPT) and the Institute of Design in Kielce have also joined the sewing of masks. KPT has joined forces with a local company sewing regional clothing, and for the needs of mask production has made the Fashion Design Center space available. At the Embassy of Design, masks have been sewn for health services from our region since the beginning of the epidemic.

The nationwide campaign #STAYHOME from the outbreak of the epidemic is implemented by the City Guard, whose employees, in March, announced a message through a megaphone while driving on the streets of Kielce. Similar actions were carried out by officers of the Kielce police as part of additional patrols financed by the City of Kielce.
